Hang Quan Y is not listed in Hai Phong's official sightseeing fee schedule, Resolution 47/2025/NQ-HĐND, which covers the national park, the bays, Hoa Cuong cave and several mainland relics. That means the entry fee is set locally rather than by the city council, which is exactly why published figures disagree. Carry 80,000 VND per adult and treat anything lower as a bonus.
The Cat Ba National Park ticket does not cover this cave, and the cave ticket does not cover the park. They are separate gates with separate prices.
