The advertised price of a Halong Bay cruise is rarely the amount that leaves your account. Between the government sightseeing ticket, the transfer from Hanoi, drinks on board and tips at the end, the gap between the headline figure and the final one is routinely 30 to 50 percent.
None of that is hidden exactly. It is simply spread across four different parties, and no single booking page adds it up for you.
This guide does the addition. It covers the official fees at their current rates, what the cruise fare buys you at each tier, and the costs that turn up after you have already committed.
A day trip from Hanoi starts around $34 per person including the government ticket. An overnight cruise starts around $135 per person on a budget vessel and climbs past $290 for a small luxury boat. On top of the fare, two people typically spend $60 to $90 on transfers, roughly $46 on sightseeing tickets, and $60 to $120 on drinks.
Those are the moving parts. How they combine comes down to one decision, which is whether you sleep on the water or come back the same evening.
Every visitor to Halong Bay pays a sightseeing fee set by the management board, charged per person and per route. It sits outside your cruise fare, it is not optional, and it is the single most common reason a quoted price turns out to be incomplete.
| Route | Included attractions | Fee per person |
|---|---|---|
| VHL1 | Thien Cung, Dau Go, Hon Cho Da, Ba Hang, Dinh Huong | 250,000 VND |
| VHL2 | Soi Sim, Ti Top, Sung Sot, Me Cung | 250,000 VND |
| VHL3 | Cua Van, Tien Ong, Ho Ba Ham | 200,000 VND |
| VHL4 | Hang Co, Hang Thay, Cap La, Vong Vieng | 200,000 VND |
| VHL5 | Thien Cung to Gia Luan pier (Cat Ba) | 250,000 VND |
| VHL6 | Hon Chan Voi, Vung Ba Cua, Tung Lam island | 150,000 VND/day |
| VHL7 | Full access to VHL1, VHL2, VHL3 and VHL4 | 600,000 VND |
| VHL8 | Coastal zone only | 70,000 VND |
Overnight rates run on a separate schedule and already include sightseeing access, so they are not added on top of a day ticket.
| Route | 1 night | 2 nights |
|---|---|---|
| VHL2 | 550,000 VND | 750,000 VND |
| VHL3 and VHL4 | 500,000 VND | 650,000 VND |

That last line catches almost every international family. A foreign passport holder over 60 pays the full rate regardless of age, and arguing about it at the ticket window will not change the outcome.
Cruise fares fall into three fairly distinct bands, and the money between them buys space and quiet rather than better scenery. The view from a $135 cabin and a $290 suite is the same water.
Day trips sit outside this scale entirely. Our own Ha Long Bay Day Tour runs at $34 for adults and $25 for children, with infants free, and includes the VHL2 ticket and lunch.
For a ship-by-ship comparison across the three bands, see our guide on how to choose a Halong Bay cruise.
Four expenses turn up once the fare is paid, and together they are what quietly move a $300 cruise towards $500.
The refillable bottle is the easiest saving on this list. Single-use plastic is banned across the bay, every boat refills for free, and buying water on board for two days costs more than most people expect.
The table below totals everything for a couple. Government fees are exact and sourced. The remaining figures are planning ranges rather than quotes, since fares and transfer prices shift by operator and season.
| Expense | Day trip (2 pax) | 2D1N (2 pax) | 3D2N (2 pax) |
|---|---|---|---|
| Cruise or tour fare | $68 | $300 – $900 | $560 – $1,600 |
| Roundtrip Hanoi transfer | included on our day tour | $60 – $90 | $60 – $90 |
| Government sightseeing ticket | included on our day tour | $46 (1,100,000 VND) | $62 (1,500,000 VND) |
| Drinks | $20 – $40 | $60 – $120 | $100 – $200 |
| Crew and guide tips | $10 – $20 | $30 – $50 | $50 – $80 |
| Estimated total | $98 – $128 | $496 – $1,206 | $832 – $2,032 |

The step from a day trip to an overnight cruise is the biggest single decision in your Halong Bay trip cost, and for two people it is roughly a fivefold increase.
Most trips fall into one of three patterns, and knowing which one you belong to saves a great deal of comparison shopping.
You take a day trip or the cheapest overnight cabin, eat where the locals eat, and use shuttle transfers rather than a private car. Two people can do a genuinely good day trip for well under $150 all in, ticket included.
Spend the saving on timing rather than on upgrades. An early departure buys you a quieter Sung Sot Cave, which is worth more on the day than a larger cabin would be.
You take a mid-range overnight cruise with a balcony, add a private transfer, and drink on board without counting. Two people should plan for $600 to $900 on a one-night trip.
This is where the money works hardest. You get the private balcony and the newer boat without paying for facilities you will use exactly once.
You want a small vessel, a suite, and a schedule that does not depend on ninety other people. Two people should plan from $1,000 upwards for one night, and considerably more across three days.
At this level the real difference is group size rather than furnishings. A five-suite boat behaves nothing like a forty-six cabin ship, whatever the cabins look like.
Almost every complaint we hear about cost traces back to one of these, and all three are avoidable.
Outdated prices published online. Several high-ranking English pages about Halong Bay still quote sightseeing fees that have not been current for more than two years, including figures around 290,000 and 590,000 VND. If a quote you receive does not match the official table above, ask why before you pay.
Seafood priced by weight. Restaurants along this coast price shellfish per kilogram, and the weighing usually happens somewhere other than your table. Confirm the per-kilogram price before anything is cooked, and ask to see the weight. Our guide to eating in Halong Bay covers this properly.
The ticket left out of a street-booked tour. The cheapest day tours sold on the pavement in Hanoi are cheap because the VHL ticket has been excluded. You then pay it at the pier, and the total stops being cheap. Ask one question before booking: is the sightseeing ticket included?
Five things genuinely bring a Halong Bay budget down without costing you anything you would have enjoyed.
There is one thing not to economise on. A flexible date is worth more than a slightly cheaper fare, particularly between July and September, when the port authority grounds the fleet at short notice.
These are the cost questions we field most often, and several of them come from people who have already been quoted a price somewhere else.
Usually on overnight cruises, and far less reliably on day tours. Overnight fares almost always bundle it, because the overnight fee is a separate government schedule. Budget day tours frequently exclude it to lower the advertised price, so confirm before booking rather than discovering it at the pier.
Our day tour is $34 per adult and $25 per child, including the VHL2 sightseeing ticket, lunch and the transfer. Cheaper options exist, but they generally exclude the government ticket, which adds 250,000 VND per person and closes most of the apparent gap.
Because the fare buys space, group size and facilities rather than access to different scenery. A $135 cabin and a $290 suite sail the same routes and stop at the same caves. What changes is how many people share the boat with you, and how long you wait to get off it.
Not for the government ticket. Children under 1.2 metres or under 7 years old are fully exempt, and children aged 7 to under 16 receive 20 percent off. Cruise operators set their own child rates separately, so the two discounts are calculated independently of one another.
Tipping is customary rather than compulsory, and it is usually collected as a group contribution at the end of the trip. Budget somewhere between $30 and $50 for two people on a one-night cruise. Your guide will explain the arrangement on board rather than leaving you to guess.
Yes, relative to inland destinations, mainly because the boat is both your transport and your accommodation. A night on the water costs several times a night in a Hanoi hotel. The offsetting factor is that meals, activities and sightseeing come bundled rather than paid for separately.
The useful figure for a Halong Bay trip cost is the one that already includes the ticket, the transfer and the drinks. Build your budget from that and the trip holds no financial surprises.
Our Ha Long Bay Day Tour covers the VHL2 route from $34 with the government ticket and lunch included, which makes it the simplest way to see the bay without assembling the costs yourself.
